Are the Children considered direct heirs?

My brother recently passed away and lived in Texas but left no Last Will. He had two children (15 & 17) but had very little in his estate...approx. 7K in the bank and no property. I was named the beneficiary of his life insurance and would like to file to become executor of his estate. If I file to become executor, will the courts allow this even though he has two children or will it automatically be awarded to them.
