Executor and power of attorney question?

my grandfather sied and my unlce is executor, grandma is still alive in nursing home very capable of decision making, uncle was appointed power of attorney by grandma. Now not all of the siblings have gotten what was in the will and unlce is calling the shots and cant make a decision on whats happening with any of the posessions. some og the kids have already taken items out of the house. But the will stated that everything was to be divided evenly and fairly between them, and unlce is paying his kids to clean out the house and pack stuff up without the actual siblings being present. Now he has decided 4 against 4 to build a pole shed on other uncles property and keep all posessions in it for 2 years till they can make a decision. But he wants to take the money out of the inheritance. We need to know whether we should consult an attorney or if he is even legally allowed to do any of this
