Can a health-care professional be named executor?

My freinds sister was in hospital and terminal. While in hospital she changed her executor from a family member to the nurse who was taking care of her. Now that she has passed away, the nurse will not return any of the family's calls and the house has been emptied and put up for sale. Can she do this? Where do they stand?
