Brother owe money to benefits on death now they want it from me?

brother died 5 months ago and had insurance. everyone was told of death including benefits and insurance paid out. this was paid to debts and there was �5000 left. this was divided between family members. money has been spent. i am executor and i think they want it from estate but there is no money left. the bill is over �4000. in england. what to do?
